Elementary Enrollment Rebalancing Project

As we have discussed in several public meetings and forums, we will be altering the attendance boundaries for our four elementary schools to start the 2025-26 school year. Our construction and renovation projects have increased the capacity of our combined four elementary schools. It is now time for us to adjust our attendance boundaries to maximize the efficiency of our spaces and prepare us for anticipated enrollment patterns.
Through our new construction and renovation projects, we remain committed to ensuring that each of our four elementary schools will provide our students and staff high quality, modern learning environments. To that end, we have standardized materials used in the construction of Central Elementary to both Harney Elementary, and Perry-Worth Elementary. We will soon begin a project at Hattie B. Stokes Elementary to upgrade and modernize common spaces, office spaces, the STEM classroom, and each classroom. We are confident that regardless of our students’ addresses, all will be served with caring and dedicated staff members and engaged administration in a great school.
As communities change and grow, so must the school districts. LCSC is no exception. We want all to know that while we likely will not satisfy everyone’s preferences with our final recommendation, we will listen and consider all feedback when making decisions.You may review the options in the presentation below and provide feedback for each here. Will rising 5th graders be able to finish in their current elementary school?
Posted by:Yes. Only the 5th grade student will be able to finish at the current school and no transportation will be provided. All younger siblings will be required to attend the new school assigned to the home address.
There will be a strict deadline for parents to submit their commitment to this.

Can LCSC parents apply for a transfer to a school outside their assigned attendance boundary?
Posted by:No.
Only full-time employees may request a resident student transfer. Applications for full time employees is located on the district staff CANVAS page under the tab: Human Resources/Resident Student Transfer

Will any of the district-wide special education programs be relocated to Central Elementary?
Posted by:Yes.
The Intense Intervention (Emotional Disabilities) program will be hosted by Central Elementary.

Which school will host the developmental special ed pre-school program for 3-5 year old students?
Posted by:The new Central Elementary School.
Central Elementary will host this program for at least the next two school years, through 2026-2027. We will evaluate the location of this program when we open the Pre-K program at the current Central Elementary building.

Why is redistricting necessary?
Posted by:Enrollment patterns change in every school district over time. LCSC is no exception. To most efficiently utilize the capacity within each school, it is necessary to revise the boundaries from time to time.
Boone County is the fastest growing county in Indiana. This growth is having a slow and steady impact on student enrollment in LCSC. It is necessary for us to both react to current growth and to, to the best of our ability, anticipate enrollment patterns.

Will my school be affected?
Posted by:Because of the scope of this project, all elementary boundaries have the potential to be redistricted.

When will the new boundaries go into effect?
Posted by:The new boundaries will be in effect for the start of the 2025-26 school year.

What are my options if I do not want to change schools?
Posted by:LCSC currently does not provide an option for students to attend an elementary school outside the attendance boundary associated with their home addresses, with two exceptions.
Exception one is the student’s enrollment in a specialized program housed in only one elementary school. Currently, this would include a specialized special education program.
Exception two is the ability for a full-time employee of an elementary school to apply for enrollment in the school of the employee’s assignment. This requires an application process and approval is determined by the superintendent or designee.
We understand there are loyalties to teachers and schools that develop over time. And we understand that change can be difficult. However, all our schools provide the same curriculum and academic options. Teachers and administrators in all schools are prepared to meet our families’ needs.

Will my child be able to tour the new school?

Posted by:Yes, LCSC is contracting with an experienced company that has played a key role in the rebalancing process in many school districts.
